Billions in Untapped Digital Transactions: Jalin Verifi3d Paves the Way for Domestic Debit Cards (GPN) to Capture E-Commerce Growth

Yogyakarta — Leveraging domestic debit cards for online shopping is projected to become a new revenue stream for the banking industry amid tightening margins in conventional transaction services. This opportunity has gained momentum following the launch of Jalin Verifi3d by PT Jalin Pembayaran Nusantara (“JALIN”), an e-commerce transaction authentication solution that enables GPN-branded debit cards to be used on digital channels with multi-layered security and more cost-efficient transaction fees.
According to Bank Indonesia, digital payments including mobile and internet banking transactions, grew by 30.51% year-on-year in Q2 2025, reaching 11.67 billion transactions in just three months. However, millions of GPN-branded debit cards already in circulation remain underutilized for e-commerce transactions. Most online payments are still dominated by credit cards, digital wallets, or international-branded cards, leaving a significant untapped market for banks.
One key reason domestic debit cards have yet to gain traction in e-commerce is the need for stronger security mechanisms. As digital transactions surge, fraud risks and card misuse have become increasingly complex, prompting many banks to take a cautious approach before opening broader access for online debit card usage.
Addressing this issue, JALIN Director Eko Dedi Rukminto highlighted the importance of maintaining public trust amid the digital transaction boom. “Digital growth without security is like building on a fragile foundation. We need solutions that not only make transactions easier but also safeguard public trust,” he stated during the Jalin CX Summit 2025, themed “Elevating Customer Experience Through Secure Innovation.”
Jalin Verifi3d was introduced to meet this need, specifically to support the use of GPN debit cards as a payment method for e-commerce transactions. The solution adopts EMV® 3-D Secure technology, adding an extra layer of protection for every digital transaction made using a GPN debit card. Cardholder identities are verified through mechanisms such as One-Time Password (OTP) and risk-based authentication, ensuring that only legitimate users can complete transactions while minimizing fraud risks.
Beyond enhanced security, this solution creates new fee-based income opportunities for banks, particularly targeting debit-first users—consumers who actively shop online but do not own credit cards. All transactions are processed domestically, supporting cost efficiency and reinforcing the principle of national data sovereignty.
During the forum, Bank Mega and BNI were officially announced as participants in the Jalin Verifi3d rollout, joining Bank Panin and CIMB Niaga. This adoption is expected to expand GPN debit card acceptance in e-commerce, strengthen the independence of the national payment system, and open up new non-interest income streams for the banking sector.
“With a single GPN-branded debit card, consumers can now make seamless transactions across multiple channels—EDC machines, ATMs, and domestic online merchants—with security that meets global standards. We believe this marks an important step in building a resilient, independent, and inclusive national payment system,” Eko concluded.
